How can I write a satirical proposal to fix gas prices?

I have a one page single spaced paper to write by tomorrow June 5, 2008. It is supposed to be a satirical proposal to remedy a situation that is plaguing America today. I chose gas prices because it is an obvious issue, but if someone has a better idea, please feel free to say it. I need help coming up with some ideas on how to write a satirical proposal (one that is really being sarcastic on a serious subject). Thanks to any help you may be able to give me!
